Subject: Lower or Exempt Export Rebate Rate of Some Commodities
Date: July 1st, 2008
To suppress the overheated export growth, ease frictions brought from the foreign trade surplus, improve the composition of export commodity; and to restrain the export of resources with high energy-consuming and severe pollution, expedite the transit of foreign trade development and balance the export and import trade so as to alleviate the conflicts in foreign trade, accelerate the transit of economic growth and the sustainable development of society and economy, authorized by the State Council, here adjust export rebate rate of some commodities. Related issues are now announced as follows:
1) Eliminating the export tax rebates of the export of resources with high energy-consuming and severe pollution, mainly include Endangered animals, Plants and their products, Cement, Fertilizers, a part of Mineral products and Chemical products;
2) Deducting the export rebate rate of products with low technical demands and low added value, mainly include Plant oil, Plastic, Rubber and their products, Paper products, Costume, Shoes and Hats, Horologe (watch & clock), Toy, a part of Steel products and Mechanical products.
3) Exempting the following products from tax: peanuts, canvas and so on.
The export rebate rate adjustment of above commodity shall take effect as from Jul 1, 2007. The specific time shall subject to the date of export on Declaration Form of Export Commodity (only for export rebate).
